But the special education system-which varies across New York State-can be both confusing and daunting. The website introduces families to the special education process and explains the key role played by parent advocates.
 
The website stresses the importance of financial planning that takes into account the requirements of government programs for which someone with special needs may be eligible. For minors and adults who cannot live independently, it focuses on the issue of guardianship and the need to craft detailed instructions-a letter of intent-for the individuals who will care for them in the absence of parents.
